If the firewall is set, it is not shared.
1. How to check Netbios settings.
Search and launch Network Share Center.
Click the Local Area item.
Click Internet Protocol Version 4 (TCP / IPv4), and then click Properties.
Click on the Advanced button at the bottom and click Enable NetBios Over TCP / IP at the bottom of the WINS tab and click OK.
2. Check related services
Click Start -> Control Panel -> System and Security or Administrative Tools.
Click the service in the Administrative Tools window to launch it.
Make sure that the following four services are running:

3. Your computer is running Windows 10 and your computer is connected to a network that is assigned to a "public" network location.
Windows can not discover computers on networks that are assigned to "public" locations.
To resolve this issue, you can change the network location to "Personal" or connect to a network assigned to a "private" network location.

a) Go to Settings -> Network and Internet -> Ethernet.
b) Click Ethernet on the right.
c) Set this PC's discoverable setting to On. (If set to Off, it will be set as public network)
